Introduced by Charles Pinckney of South Carolina, the Pinckney Plan was largely ignored by the other delegates but later came to be used by the Committee of Detail in its draft constitution. A third challenge lay in the cracks that had begun to appear in the federal union, where conflicts of interest between the member states over the Revolutionary debt, commercial regulations, and territorial claims were producing tension.
