Other important military flying schools were established at Khar'kov, Tambov, Orenburg, Lugansk and Stalingrad 15 and, from January 1919, observers were trained at the Air Observers' School in Pet- rograd which replaced the Kiev Observers' School founded in 1916.

These first successes in the design of bomber and reconnaissance aircraft were not matched by comparable progress in fighter design in spite of the priority given to it. Even while the R-l was being hastened into production, a crash fighter-design programme was instituted at GAZ No. 1, the ODVF factory, where two competing design bomber battle' Soviet Air Force 28 teams were set to work. The first of these was directed by Nikolai who had worked under Sikorski at the Russo-Baltic Carriage Works and had already Polikarpov, a young engineer aircraft division of the distinguished himself at the Dux factory during the Civil War and in preparing the R-l for series production.
